There are many factors that results in a phantom touch screen or a laptop touchscreen not working, and here are some of them. The cursor moves automatically and prevents you from controlling the mouse, which often occurs on laptop or tablet like HP Spectre 13, Lenovo Yoga, Dell Inspiron, Microsoft Surface, etc. The only work away around this is to send the laptop to sleep and unlock it.
But it has been happening constantly recently. I too have this problem for several months now.
